Meizhou Bay Port,which is an important part of Fujian's comprehensive transportation system,is located at the center of China's southern maritime routes.It has gradually developed to a modern,multi-functional integrated port with advanced facilities,perfect functions,efficient management,significant benefits,civilization and environmental protection.It is also an important window for Fujian to strengthen exchanges and trade with Taiwan.In recent years,with the rapid development of economy along the Meizhou Bay,the construction of the port has accelerated and the Meizhou Bay water transport pattern has also undergone tremendous changes,which put forward more severe challenges to Meizhou Bay's water safety supervision and management.The challenges mainly manifested in the water traffic has increased dramatically and the majority is dangerous goods;there are too many routes in bay mouth and traffic pattern is complex;the water transportation with Taiwan region has gradually increased and it's a great responsibility to protect the safety of Taiwan's passenger ships and cargo ships.Thus,it's necessary to put forward the corresponding ships'routeing system in combination with the actual needs of Meizhou bay water condition,so as to maintain the order of ship traffic,improve the efficiency and safety of ships entering and leaving the port,prevent the occurrence of vessel traffic accidents and prevent the water pollution of ships.By means of field investigation,the paper has made cleared about the present situation of Meizhou Bay and clarified the characteristics of waterway intersection and routes in Bayou water area.Then,based on the analysis of the data from traffic real-time tracking observation in the year of 2014 provided by Automatic Identification System(AIS),the paper designed five preparation options of Meizhou Bay ships' routeing scheme,with the reference to IMO's "The general provisions on the Ships'Routeing System" and other design specifications,reference to implementation of Ships' Routing System in similar waters and stakeholders'comments and suggestions.Combined with the requirements of the standards,the paper analyzed the differences of the alternatives and the factors affecting the navigation safety of the ships' routeing system in Meizhou Bay.Then the paper set up the optimal index system which is targeted and conformed to the specificity of the water.In order to fully reflect the decision makers'subjective experience and preference and the differences between objective information and alternatives,this paper used the combination weights model of triangular fuzzy analytic hierarchy process(AHP)and entropy method to determine the weight of optimal index system.Finally,the improved TOPSIS(technique for order preference by similarity to an ideal solution)method is used to select the optimal evaluation model.Then the paper did optimization evaluation to options for ships' routeing system and further analyzed the results of the optimal selection,and suggestions were put forward finally.It provides the important reference for the maritime authorities to formulate and select the ships' routeing system,and provides strong guarantee for the navigation safety of the waters.
