The port area of Luoyuan Bay is one of the " Mainly rely on container transport and bulk cargo transport" deep-water ports under the key planning and construction of the coastal ports of Fujian Province.The water depth of the port area is relatively good and it can sail 300,000-ton vessels all-weather;.It is an open harbor for the state's temporary ports.Port Area of Sansha Bay is an important industrial port in Fuzhou Port.It mainly serves the development of port industry in Central Santo-Macao Region and the development of northern Fujian,the eastern part of Jiangxi,southern Zhejiang and other regions,taking into account the urban material transport and shipbuilding services.The port resources are very Rich,Which is one of our rare natural deep water port.With the continuous construction and operation of many large wharfs at Luoyuan Bay,the flow and tonnage of navigable vessels have been on the rise.As a result,great changes have taken place in the form of water transport at Luoyuan Bay,posing a more severe challenge to the safety of Luoyuan Bay's maritime navigation.In recent years,there have been many intersection-area routes in the vicinity of Luoyuan Bay.The flow of inbound and outbound vessels in Luoyuan Bay Port and the flow of inbound and outbound vessels in Sansha Bay Port cross the waters near the entrance of Luoyuan Bay.From the coastal routes of Fujian Province,The outer route south(northward)flows in and out of Luoyuan Bay and the traffic flow in Sansha Bay waters converges with the inner navigation route of the west coast of Fujian Province-Minjiang River Estuary and the navigation route of North Guam-Minjiang River Estuary respectively.There is a great potential risk of vessels in the crossroads of navigation routes,complicated traffic flow and water traffic accidents such as collision of ships.By analyzing the geographical location of Luoyuan Bay,the natural environment,the status quo of port development and the planning of traffic environment,we have mastered the factors influencing the navigable environment in and around Luoyuan Bay.Afterwards,we have passed the nearly 3-year import and export of Luoyuan Bay from AIS center Traffic volume and traffic statistics of the second quarter of 2017.By studying the theoretical knowledge of ship alignment system and relevant literature both at home and abroad,we have learned the theoretical research status and practical application of ship alignment system,Line system of general provisions of "reference to similar waters IMO ship alignment system,planning and design of the waters near Luoyuan Bay route alignment program.The paper analyzes many factors that affect the safety of vessel alignment of Luoyuan Bay waters and establishes the evaluation index system of the ship alignment scheme of the waters from the aspects of consistency,rationality,necessity of guard zone and natural conditions,Risk level rating criteria.The weights of evaluation index system are determined by the method of weighting of AHP,and the planning and design scheme of 4 groups of ship alignment system is evaluated through the evaluation model of extension theory.Finally,an objective analysis of the evaluation results.To enhance the safety of water traffic control in the waters near Luoyuan Bay and to establish and implement a ship alignment system in this water area to organize and separate traffic flows in different directions within the water area will effectively ensure the safety of navigation of the Luoyuan Bay waters and enhance the comprehensive utilization of water areas.
