With the improvement of urban rail transit network, the passenger transfer environment will be more complicated, and the problem of passenger flow assignment will be more important. After analyzing the influence of the rail transit network structure on the transfer environment, passenger flow characteristics and traffic organization, combined with the characteristics of passenger flow data,it’s necessary to discuss the importance of passenger travel behavior to passenger flow distribution. At present, the urban rail transportation organization is still established by the characteristics of the passenger flow data, and the difference is that the metro network needs to pay more attention to the coordination of the passenger flow, train operation and transport organization.Immediately after the economic analysis of the line departure frequency,it point out that the adjustment of departure frequency can influence the passenger flow assignment. The user equilibrium research is mainly concerned with the metro passenger interests, less consider the interest of metro company, and there is few studies combined transport organization with the optimization of passenger flow assignment. And after the analysis of the benefit game between the passenger and metro company, the bi-level programming model is used to find the balance of the two parties. The upper layer is a comprehensive model of minimizing included total traffic impedance and additional metro operation cost, and the lower model is user equilibrium based on passenger behavior. That model is supposed to achieve the guiding role of rail departure frequency in the passenger flow assignment, and comprehensively consider the benefits of the passenger and the metro company at the same time.
