Water quota refers to the amount of water used by the unit personnel for the unit product or service.The water quota system is a whole system consisting of a combination of water quota assessment of the system to promote the improvement of water quotas.This is a water-saving society,the daily management of water resources,a basic work.Therefore,the paper has important theoretical and practical significance.Shanghai water demand is strong,but the face of the relative lack of local water resources,water quality water,water supply and other long-term tension and other multiple pressures,the urgent need to implement and improve water quota management.In 1998,Shanghai issued the "Shanghai various types of water consumption," and in 2004 began to develop water quotas,the results have been promulgated in local standards.The water quota system has been formed and has the characteristics of industry coverage,strict standard and strong regional characteristics.It is widely used in water resources certification,water abstraction permit,planned water use,premium water fee,water conservation carrier construction and so on.Standard role,but there are still problems such as partial quota,product selection is not typical,lack of classification and other issues,need to be revised and improved.Therefore,the paper to Shanghai water quota system as an example to assess,with typical significance.This paper uses the Porter Huli model to evaluate the water quota,analyzes the determinants of the pros and cons of the fixed system,and determines the content of the assessment.These factors can be attributed to five factors:coverage,rationality,practicality,advanced,fairness,which reflects the quota,whether it is compiled,whether the requirements of the preparation,application,whether the strict quota preparation,whether Concerned about the most straightforward and a series of key issues,and that through the assessment of the five,can effectively reflect the overall situation of the quota system,thus establishing the assessment method.In this paper,the index system of water quota is constructed,and the weights of each index are calculated by
