The energy consumption quota of the building is the energy consumption standard which is to meet the using function of the building.The energy consumption quota of the building is an important measures which are used to carry out building energy conservation. Because it is in the preliminary study stage, the scientificity of the compiling method of energy consumption quota and the rationality of quota index are still insufficient. Basing on the topic named indicator system of energy consumption quota in the area with hot summer and warm winter which belongs to technology department of ministry of housing and urban-rural development, this paper takes up research work from the following aspects depending on public buildings in the area with hot summer and warm winter:①Through the analyzing on the essence of the energy consumption quota of the building, the basic principle of the energy consumption quota of the building is raised.②Through analyzing the rationality and insufficient of the statistical analysis methods which is used to compile energy consumption quota, concluding that the statistical analysis methods have the practical rationality, but is too subjectivity and lack of the technicality. Through analyzing the technical analysis methods, concluding that the technical analysis methods have the technical progress, but lack of the rationality of socity. By analyzing the socity and technicality of the energy consumption quota, validating the rationality of the compiling method of energy consumption quota combining the statistical analysis methods and the technical analysis methods.③Through analyzing the input and"output of social product"of energy consumption of the public buildings, proposing four kinds of the energy consumption quota indexes.④Through analyzing the overall objectives of energy consumption quota, proposing the effect factors—area of construction and amount of target of service which affect the distributive total of energy consumption. By the arrange and analysis with the statistic data in Shenzhen, concluding the prominent factors of kinds of the public buildings that affect the distributive total of energy consumption. By the DsST-c simulation software, the analytic result is validated.⑤Through analyzing the function and value orientation of energy consumption quota indexes, proposing the criterion rules of energy consumption quota indexes and the index form of energy consumption quota for the public building.⑥Through analyzing the advantages and defects of statistical analysis methods which are used to compile energy consumption quota, concluding that the quota level method is the most reasonable method to compile the statistical quota, and proposing the method which adopts input-output to confirm the quota level⑦Through dividing the standard building with the itemize energy consumption and function room, confirming the computational element and concluding the computational formula.⑧Through the arrange and analysis with the energy consumption data of the office buildings which area is between 10000m2 to 50000m2 in Shenzhen, and drawing the conclusion that the statistical quota value is 5302.28 kWh/(p·a) ,and the quota level is 43.18% by the statistical method. Meanwhile, with the standard building, concluding that the technical quota value is 1536.38 kWh/(p·a) ,and the quota level is 95.2% by the technical method. Proposing that the reasonable energy consumption quota value is 5302.28 kWh/(p·a), and the quota level is 43.18%.
