Study On Maritime Search And Rescue Incentive Mechanism In China

Search and rescue on the sea exist as a duty of the government and an agreement of international conventions is essential.Maritime search and rescue is a rescue behavior on the sea that the government coordinate all available resources to find the position of persons in distress at sea,and salvage and transfer them to a safe location.But just rely on expertise of search and rescue cannot achieve full coverage of sea,social force of maritime search and rescue becomes a useful supplement,and they also have been made particularly large search and rescue results in the past.What we should know is when they search and rescue ships in distress,they delay their shipment,consumption of fuels and materials,and labor costs.These will cause their economic loss.Now Chinese current incentives mechanisms of search and rescue is inadequate,rewards and compensation much less than cost,and so many limited on rewards range,so unable to compensate for the loss caused by maritime search and rescue.For the object of social justice,and create harmonious society in China,establish an incentive mechanism is necessary,which can give the social forces that participate maritime search and rescue reasonable economic compensation.Therefore,basing on the spirit of our Constitution of protecting the property of citizens,using of civilian requisitioned property theory and incentive theory,learning developed country’s mature practices,establish our search and rescue incentive mechanism that suite to China’s actual and expand the scope of incentive,improve the incentive methods of strength.And full study the real needs of social forces,and give bonuses,policies and spiritual rewards,to solve our social forces incentives problems.Thereby,keep social fairness and encourage more social forces to participate in search and rescue,construct cultural atmosphere of maritime search and rescue,to achieve Chinese search and rescue sustainable development.
