As we all know,project bidding is a key link in China's transformation of economic structure.With the promulgation and implementation of the Government Procurement Law of the People's Republic of China and the relevant laws and regulations,the bidding system has become an important process in the field of engineering construction and the main forms of transaction under the market economy,Evaluation work is bidding activities in an important part.Face the complexity and variability of water conservancy project,in order to reduce the interference of human factors in the process of bidding.In order to solve the problems existing in bidding and bidding stage,adopting a reasonable and effective evaluation method.This can save money for the construction unit and select the optimal winning unit.The main research contents and achievements are as follows:(1)Through analyzing the conclusion of the data obtained from the supervision department,construction units,construction enterprises,bid evaluation experts and bidding agents,statistical analysis the factors influencing the bid evaluation.Analyzes the selection criteria by analytic hierarchy process,and conducts the consistency test and then use the fuzzy comprehensive evaluation model and the quantitative analysis method to evaluate the evaluation results.After the final score is calculated for each bidder,the order of the bidders is arranged.(2)At the same time,increase the tender documents in the total quotation score and the sub-item unit price calculation methods,but also consider the importance of credit system construction.At last,the fuzzy comprehensive evaluation model based on AHP is used in the practical engineering case.(3)Compared with the traditional paper bidding,electronic bidding has very obvious advantages and characteristics.This can reduce costs,save resources and time,improve efficiency,increase transparency.This also can effectively curb the occurrence of undesirable phenomena,increase the cost of black-box operation.It is imperative to promote the use of electronic evaluation software in water conservancy projects,which has broad prospects for development.The research conclusion of this paper is of great significance for practical application of water conservancy project bidding method and evaluation method,and also provides theoretical reference for further study of water conservancy project bidding activities.
