As a key construction project in China,water conservancy projects play an important role in flood control irrigation,power generation and navigation,ecological civilization construction and other aspects.With the country paying more attention to and investing in water conservancy project construction,the increasingly fierce market competition in water conservancy construction industry has attracted large wave of enterprises to set foot in.The bidding and bidding activities of water conservancy construction projects are also becoming more and more frequent.Water conservancy construction enterprises need project support,whether to correctly choose the bidding project has become the key to the successful winning of the bid.But as a result of water conservancy engineering construction project is different from ordinary civil engineering,more than the mountain canyon zone construction,has a large scale,long construction period and complicated work conditions and accident consequences,and many other characteristics,these characteristics determine the construction enterprises in need of the project and combinative oneself condition before bidding full considerations to evaluate the possibility of winning.Therefore,the research on the bidding risk of water conservancy engineering construction project has a high practical significance for the bidding enterprises to make the right and reasonable bidding choice,reduce the bidding risk loss and improve the winning bid rate.This puts forward high requirements for the bidding risk management of water conservancy construction enterprises.The most important and critical part in bidding risk management is to put forward a set of comprehensive and reasonable bid risk index system based on the scientific analysis of bid risk factors,and then evaluate it with appropriate methods,and finally make a reasonable bid decision.In this paper,from the perspective of water conservancy construction project bidding enterprises,when enterprises choose multiple water conservancy construction projects bidding,the project risk that may affect the successful bidding of enterprises,namely water conservancy construction project bidding risk,is evaluated and studied.The main contents and achievements are as follows:(1)Firstly,the research background and significance of bidding risk assessment for water conservancy construction projects are expounded.This paper summarizes the research status at home and abroad,introduces the research content and technical route of this paper,and summarizes the tendering and bidding system,bidding risk management theory of water conservancy project construction project,fuzzy mathematics theory and analytic hierarchy process.(2)Then,according to the construction principles and ideas of the bidding risk evaluation index system of water conservancy construction projects and the characteristics of water conservancy construction projects,risk factor indexes are preliminarily identified,refined and optimized,and finally the bidding risk evaluation index system of water conservancy construction projects is analyzed and launched.(3)Analytic hierarchy process is adopted to calculate the weight value of each risk index factor of water conservancy construction project,and then the fuzzy comprehensive evaluation method is used to construct the bidding risk evaluation model of water conservancy construction project.(4)Apply the bid risk evaluation model of water conservancy engineering construction projects constructed in the previous stage to actual cases,and give corresponding bidding decision Suggestions according to the final calculated evaluation results.The purpose of this study is to further improve the correctness and scientificity of the bidding decision for water conservancy construction projects,and to provide theoretical reference for the future water conservancy construction enterprises when bidding for projects.
