In recent years, especially in central and western railway construction, the railway construction has entered a new stage of rapid development. In spite of improving the economic development of the area around the railway, inevitably it led to the destruction of the ecological environment to some extent. Especially in the western region, the ecological system around the line is quite fragile, and will be difficult to restore recovery difference. In the requirements of sustainable development, it must consider the impact of the railway construction, operation, environmental protection and other factors during the railway alignment decision. Introducing the related concept of green railway alignment selection, make the multi-objective design study selection method be particularly necessary.Based on full study of the existing multi-objective decision-making systems of line selection scheme, and combined with the specific project of railway construction in west, further refine the factors that affect the decision from engineering, environment, and operation, etc. to improve the railway alignment system based on the concept of green. This paper mainly completed the following work:(1) From the technology conditions, environment influence and economic and social benefits, study the main influence factors of the line multi-objective selection scheme, choose the representative factors, and build a multi-level structure model index system.(2) By the Analytic Hierarchy Process, solve the weight value of all indexes in each criterion level and sub-criterion level. Profoundly analyze various features of the common rail line program evaluation methods, considering the quantitative and qualitative features affecting the railway line programs, determine the theory combining the Fuzzy Comprehensive Evaluation and Gray Theory.(3) According to correlation analysis of the Fuzzy Comprehensive Evaluation method and Grey Theory, respectively establish the evaluation model of route scheme according the Fuzzy Comprehensive Evaluation method and Grey Theory from the perspective of qualitative and quantitative evaluation.(4) Take the specific project of Southern Railway as the study background, use the Grey Theory to evaluate and analyze its quantitative indexes, such as technical conditions index and economic index, and use Fuzzy Comprehensive Evaluation method to evaluate and analyze its qualitative indexes, which concludes the environmental impact index and social benefit index. Establish the evaluation model of route scheme based on the Fuzzy Comprehensive Evaluation method and Grey Theory, finally get the pros and cons of each scheme after multi-level fuzzy comprehensive evaluation according to the hierarchical structure of the index system. The decision-making results and the actual line scheme comparison results are consistent, but also verify the rationality and validity of the evaluation method selected.Research in this paper has quite important theoretical and practical value for the effective promotion of the green concept, especially for the line selection design in the western cold and dry regions where the ecological environment is fragile.
