| With the rapid development of urbanization and the economic society, the imbalance between the growth of urban population and the supply of primary education, the allocation of educational resources shortage and unbalanced distribution, making the "school difficult" problem become a concern of the people’s livelihood issues and an important social problem,is also an important direction of urban research.Primary school education facilities as the service facilities of city basic education,is an important part of the city function system, also is the important content to improve urban resource utilization, scientific and reasonable primary school space layout helps to realize an efficient balanced allocation of educational resources and the efficiency of land use,to achieve the target of social fairness and justice. In recent years, with continuous development and expansion of the city, the basic education facilities of the city always has the uneven spatial layout problem:facility layout service radius is different, traditional districts divided lack of standard, the actual construction layout and planning standards imbalances,a new planning primary school layout is the lack of reasonable evaluation method. The basis of traditional education facilities planning based on the relevant national standards and planning documents. In today’s market economy system, the existing configuration of infrastructure education method, based on the service radius, which is not consistent with the construction capacity and demand, and lack of spatial measurement methods.Layout is a lack of quantitative auxiliary method, stay on the balanced surface decision-making level,it is difficult to make an accurate evaluation of the planning program to develop a reasonable layout strategy. Thus it is necessary to introduce more reasonable and quantitative theories and methods of research.Based on the analysis of related research at home and abroad, aiming at the problems of unreasonable space in the layout of urban basic education facilities, this paper constructs the quantitative indicators of primary school education services.Through two steps of floating catchment area search method with different service radius and actual network distance to evaluate the accessibility of the status of primary school and the planning primary, and puts forward optimization strategy; Then use the location allocation method to optimize the new primary school layout, and use the Huff model for the planning of primary school district division for the reconstruction,to enhance spatial balanced primary school layout. This paper takes Wuchang District of Wuhan city as an example, and uses the community scale to measure the basic unit, makes the research about the method research of educational facilities layout and resource distribution analysis of the city, and makes the spatial analysis of accessibility of community from the Angle of multiple, aims to explore the effect of spatial layout of educational facilities of educational resources through the contrast analysis.Research based on ArcGIS platform, using accessibility analysis method based on the supply relationship status evaluation and planning layout.Analysis of status quo of elementary school layout results show nearly 70%of the primary school of Wuchang district are not up to the standard of the service radius of 600 meters. In the case of radius expanding, there are still 60%of the community education service quality is poorer. The evaluation of the planning and layout(2013-2020)shows that, although accessibility and education service improved, but there are still nearly 50%of the community cannot get better education services.Based on using the location allocation method proposed optimization scheme set number and layout from multiple perspectives, and based on the principle of space nearby, puts forward Suggestions for the elementary school district division,by comparing with present primary partitions, shows the service radius of significantly lower. The study suggests that the use of the location of this study for the allocation of urban education resources and urban infrastructure layout planning more scientific basis for decision-making. |
