As an important infrastructure for urban modernization and economic development,the construction and development of the distribution network has been paid more and more attention by the electric power enterprise.With the development of the national economy,the demand for electricity is increasing rapidly,and the investment in the distribution network is increasing year by year.At the same time,how to deal with the relationship between investment and benefit,and achieving the maximization of economic benefits and social benefits,has become a common concern of investment decision makers.Therefore,determining the scientific and reasonable evaluation model of distribution network,understanding objectively and quantitatively of the investment benefit of distribution network planning,which have a very important significance of realizing the intensive development and lean management to electric power enterprises.This paper,based on extensive investigation of various factors of distribution network planning benefits,firstly establish a comprehensive benefit evaluation index system of distribution network based on life cycle cost theory from four aspects of economy,technology,environment and society and the weight of each index is determined by combination weight method.Secondly,the comprehensive evaluation method of distribution network planning based on the cloud matter element theory is determined and the rationality and validity of the evaluation model are verified by an example.Finally,develop the software platform of the comprehensive evaluation and calculation system.(1)Construct the evaluation index system of comprehensive benefit distribution network planning,and determine the index weight,establish three-dimensional evaluation model of distribution network planning based on the Life Cycle Asset Management(referred to as LCAM).Combined with the characteristics of distribution network,costruct the evaluation index system about the distribution network planning from four aspects of economic benefits,technical benefits,social benefits and environmental benefits;Secondly determine the weights of the benefit evaluation index;Finally,introduced the life cycle cost management theory,the whole life cycle of the planning of distribution network planning is divided into several stages,such as assets construction period,asset operation period,asset maintenance period and assetretirement period.Establish a three dimensional evaluation model of distribution network planning based on LCAM.(2)The comprehensive benefit evaluation model of distribution network planning is established based on the cloud matter element evaluation method and combine with a Guangdong Foshan distribution network planning program for the actual case analysis.Combining the uncertainty reasoning of cloud model and the qualitative and quantitative analysis of matter element theory,the fuzziness and randomness of the grade boundary information are fully considered.Analyze the specific benefit evaluation of the distribution network planning which verifies the effectiveness of the model.(3)Develop the software platform of distribution network comprehensive evaluation computing system based on the C# language,Visual Studio and Microsoft SQL Sever platform and apply it in Guangdong Foshan distribution network planning benefit evaluation project.The evaluation system software interface is friendly and generous,practical,convenient and fast operation,and it can be well used in engineering projects.
