As the main raw materials for the production of electric energy,coal,oil and natural gas will produce large amounts of sulfur dioxide,nitrogen oxides,dust and other harmful substances in the combustion process,which caused a serious impact on our environment.And the deterioration of the environment has become an important obstacles in China's economic development.Therefore,the government department attaches great importance to the issue of energy conservation and emission reduction,and energy-saving emission reduction work is imperative in power industry.This paper chooses the YD power plant ultra-low emissions transformation project as the research object to analyze and studies on comprehensive evaluation problem of the thermal power plant ultra low emissions transformation project.First,this paper summarizes the research status of project comprehensive assessment,and introduces the evaluation method of dust removal,desulfurization and denitration technologies,and expounds the construction process of the evaluation index system of project based on different angles.Then,this paper clarifies the necessity and significance of power plant ultra-low emission project according to the thermal power plant emission s tatus and development requirements.The theory of comprehensive evaluation of the project is described in detail,including the main contents,the basic principles,the procedures and the method of the comprehensive evaluation of the project.Then,analyze current situation and existing problems,including the background,the progress of reform,of thermal power plant YD according to its actual conditions.Then construct a fuzzy evaluation model of thermal power plant ultra-low emission project,and analyze the technology level,economic effect,social effect,and environmental effect of project transformation,so that put forward the comprehensive evaluation index system of thermal power plant ultra-low emission project.Finally,an empirical analysis is made on the YD ultra-low emission reconstruction project,based on the comprehensive evaluation model of the thermal power plant ultra-low emissions transformation project,and get the comprehensive evaluation results of the YD ultra-low emission reconstruction project.This paper analyzes and assesses the operating environment,technology,environmental impact,social impact,project risk and other aspects of power plant ultra-low emission project combined with the actual situation of YD power plant.Then,establish a scientific evaluation index system,draws an comprehensive assessment conclusion.And from the overall objective,improve the management maneuverability of this like project of the project,through finding problems in the assessment process in t he project management.
