Constrained with operation and maintenance habits,mind-set,technological difficulties,covering a wide range of knowledge,etc,Intelligent substation encountered a development bottleneck.Based on operation and maintenance experience,the new generation intelligent substation is the recreation of Intelligent substation.It broke the traditional design concept,forming a open,dynamic system.And it is more receptive to new devices and leading-edge technologies.Therefore,the new generation intelligent substation will become the development direction of the substation.currently,the new generation intelligent substation is in the early stages of development and construction,at this stage the choice of design options will be a key project.But the research on the selection of the new generation intelligent substation design scheme is less,the main problem are listed below:(1)The existing evaluation model can not consider the introduction of new equipment problems.However,the introduction of new equipment will lead to a certain degree change in the technical and economic of the new generation intelligent substation.(2)The existing evaluation model can not consider the uncertainties of the operation cost,fault cost and number of accidents.(3)The existing evaluation model is mainly located in the management level,to measure the degree of realization of strategic object ives.Meanwhile,There lacks a comprehensive evaluation model,which including technical and economic evaluation.Based on the characteristics of the new generation intelligent substation and the problem above,this paper establishes a more practical improved SEC evaluation model,this model takes full account of the characteristics of the new generation intelligent substation and the uncertainties of the design stage.In the performance analysis,in order to solve the problem of the lack of historical reliability data after the introduction of new equipment,a reliability analysis method based on uncertain stochastic systems is adopted.The reliability data of the new equipment is taken as uncertainty,the reliability data of the traditional equipment is taken as the random variable,and then the reliability data of the new generation intelligent substation main wiring are obtained by using the uncertainty theory and the minimum path set algorithm.At the same time,taking the influence of protection system on the reliability of the main wiring system into account.In the safety analysis,in order to solve the uncertain problem of the number of incidents at design stage,the number of secondary accidents,the number of general accidents reprensents security in this paper.And all of this accident number are uncertain variables,this paper deals with the uncertainty problem through Monte Carlo method.In the economic analysis,in order to solve the unknown problem of failure cost and operating cost at design stage,this paper links the reliability and economy through the average power loss indicators.The weights between the indexes are determined by the entropy-weighted fuzzy comprehensive evaluation method.The weight of objective operation and expert subjective weight are respectively added a proportion coefficient,and then two weight weights are combined in a reasonable way,Which avoids the influence of the subjectivity and fuzziness of the index on the weight determination.Finally,a comprehensive evaluation of 220 k V new-generation intelligent substation is carried out to verify the feasibility of the proposed method.
