| Power industry supported the national economic,social development of basic industries and public utilities, including power grid construction which aimed to promoting social and economic development, accelerating industrial upgrading, optimizing energy configuration, ensuring energy security. In recent years, with the continuous improvement of China’s national economy and people’s living standards, the country’s dependence on electricity is also increasingly great. Substation project is a major power construction project, it is one of the construction of key infrastructure, its economic development and social progress has played an important role. For this purpose a comprehensive post-evaluation substation project is particularly important. Substation construction project is a multi-factor, multi-level complex process, the evaluation should follow the principle of quantitative and qualitative. After conducting grid evaluation projects, it can strengthen the strong power grid construction work, and improve its own building, at the same time it provide sadvice to the new project decisions, investment and management.In this paper, northbound 220 kV power transmission station construction project can be treated as an example, after the power project evaluation that based on the general theory and methods, followed with the construction of specific circumstances, then take research and empirical analysis to explain projects that related index system and comprehensive evaluation model,finally make a evaluation project for the northbound 220 kV substation project. This paper were evaluated from four aspects specific implementation process, that is,technical and financial, environmental and social impact and sustainability of projects, and build evaluation system after the northbound 220 kV power transmission construction projects which based on the specific circumstances of the project.Topsis ideal point method was based on the establishment of a comprehensive evaluation model.,and finally conduct the empirical analysis. For the thesis,first get the right indicators specific evaluation index weight, and then use Topsis ideal point method to give the corresponding fuzzy matrix, and in accordance with fuzzy comprehensive evaluation method for project evaluation, at last get the conclusion that part of the overall scores.The comprehensive evaluation showed that the northbound 220 kV power transmission projects is overall success,and its implementation within the industrial park northbound and intended purpose of economic development in Benxi played good northbound Industrial Park roles in promoting. Specifically from the perspective of project implementation, project preparation, building construction, production and operation achieved good. From the project technical and financial point of view, the technical aspects of the project were at the level of good performance, in terms of financial benefits, it is quit commonplace. From project environmental and social point of impact, the project obtained environmental control and excellent performance. From the perspective of project sustainability, strong driving force for sustainable is powerful, it is possible to maintain its sustainability. |
