The Study Of Project Cost Estimation Method In The Early Stage In China

In recent years,our country focused on developing the EPC(Engineering Procurement Construction)mode to serveand make a contribution to China's grand strategy.But the implementation of this model in our country is extremely difficult.Through the study of it,it can be found the most important reasonwhy EPC can't fit in our country is the code of bills of quantities and valuation for construction works(GB50500)is just used for the construction stage(after the developed design),but EPC needs tender in the early stage such as concept design.How to do the estimation in the early stage becomes the major problem.So,it is urgent to think of and set up the method and some relative laws,regulations of cost estimation of EPC projects in the early stage.Only by establishing the system and the method can we realize the precise cost estimation and make the foundation for the EPC model to fit in our country.Aiming at the problem of the EPC can't fit in our country and can't be applied in to it,this paper studied and learned from foreign countries experiences of the project estimation in the early stage and analyzed it from three aspects: the theoretical analysis,method analysis and case study.First of all,this paper studied that the research status in our country and abroad,the development of the EPC model,and the application and problems in our country.Secondly,using the Britain,Australia,the United States and Japan these four developed countries as typical examples respectively to well study the early stage of the construction project cost estimation.Sum up the general situation of the cost estimation of these four countries in the early stage,index and the application of software,and their own special methods.Then make the analysis of the difference between these four countries and the difference between our country and developed countries.Put forward the suitable methods for the cost estimation of EPC projects in the early stage.Thirdly,according to the current situation of our country and based on the problem of EPC projects,come up with the database as the method of cost estimation of EPC projects in the early stage in China and explain the way how to set up it.Learn from the elemental cost analysis in Britain as the data source of the database.At the same time combining the neural network and fuzzy theory to improve the database and also design the frame and standard forms of various types for the database.This paper offered the methods and solutions for the EPC projects cost estimation in the early stage in our country.To help the EPC model to fit in our country in some degree and lay the solid foundation of the EPC model which is developing in our country.
