With the rapid development of online shopping, e-commerce and other tertiary industries, the demand of Express freight and high value-added transportation has increased dramatically,which is a great development opportunities and challenges of railway freight. The emergence of high-speed rail express gives consumers a new choice, and also provide the railway sector a new profit growth point. But the high-speed rail express is still in the initial stage, the problem of incomplete technology,unsharp network structure and ambiguous the choice of operation mode leds to the defects of weak "door to door" service ability,irrational allocation of resources and obscure competitive advantage . Therefore, the issues related to research of network planning and operation of high-speed rail express has a important practical significance to enhance the market competitiveness of Railway Express and establishment of a multi-channel service mode of railway department. Based on this perspective, through the field investigation, experience reference and summary, the paper discuss and network planning and operation mode of high-speed express form the following aspects,which hope to offer the referable significance for the future development of the high-speed railway express business.First of all, the paper make a definition of high-speed rail express , survey the current environment, analyze the current development at the present stage, and propose high-speed rail express development problems. Basis on this, through the high-speed rail express SWOT analysis, make a detailed description of its internal strengths and weaknesses, opportunities and challenges facing the development, and finally proposed high-speed rail express SWOT strategic model.Secondly, the paper studies the relevant theoretical of high-speed railway network planning and operation, proposes the research ideas of network planning and operation of high-speed rail express. Based on the analysis of the transport network of major foreign logistics enterprises,we discuss of the theoretical of fuzzy clustering analysis and hub and spoke network, and analyze the related factors affecting the delivery of high-speed rail network planning. After the analysis related enterprises of high-speed rail express related enterprises, we make the theoretical framework of high-speed rail express business model analysis by selective trading theory and enterprise competence theory.Once more, the paper proposes the iron content of high-speed railway express network structure, offer a reasonable division of high-speed railway network express structure, based on the objective function of fuzzy clustering analysis establish the high-speed rail express network programming model, and after the research of fuzzy clustering analysis algorithm,through the MATLAB programming verified on the network planning of high-speed rail express Huazhong province.Then, the paper puts forward a flow merging method suitable for high-speed railway express network plan based on hub and spoke network,and establishes the express network plan model based on cost minimization which solves the key problems of network point location and layer.Through the MATLAB programming,the network planning of high-speed rail express on the 23 citys in Huazhong province is veridied, by comparing to the result of previous chapter, the model has the better effect.At last, the paper makes a comparative analysis of different operation mode selection mechanism based on transaction cost theory and enterprise competence theory. This paper constructs the evaluation index system which affects the express operation mode of high speed railway, and uses fuzzy evaluation and analytic hierarchy process (AHP) to evaluate and analyze the operation mode of high-speed railway express.
