Study On Ecological Compensation Mechanism Of Water Resources Of Ganjiang River Basin

In the way of resolving a contradiction both between environmental protection to basinwater and ecological resources and the development of social economy. Establishing amechanism for ecological compensation is worthy area of study, Gan river is the biggest riverof five major rivers which flows into Poyang lake, it accounts for more than75%of the totalvolume of those five rivers which flow in to Poyang lake. Main stream and his branches flowthrough47countries (cities) from south to north, Gan river plays a important role inprotecting the ecological environment of water resources in the Jiang xi river basin.Therefore, to study and construct a mechanism for ecological compensation of waterresources in the Gan river basin is a key to construct the Poyang lake ecological economiczone,conserving the Poyang lake, and it also makes basic preparation for establishing thePoyang lake economic zone, building the entire mechanism of ecological compensation,meanwhile it instills new experiences to the certain degree.This essay takes water resources in the Gan river basin for example, it attempts to startwith the practice and experience of ecological compensation, which relates to the waterresources in the Gan river basin, discussing the current situation of water environment in theGan river basin and major problems which exist in the ecological compensation of waterresources in the Gan river basin, illustrating inheritance and innovation of ecologicalcompensation of water resources in the Gan river basin, this paper positively discuss toconstruct a systematic mechanism of ecological compensation of water resources in the Ganriver basin, which includes special compensation mechanism of water resources reservoir inthe Gan river valley area, contribution mechanism of water resources in the regionalcross-section, rewarding and punishment mechanism of water quality in the administrativecross section. Trying to explore the innovative ideas to construct the ecological compensationmechanism of water resources in the Gan river basin.
