Risk Assessment And Control On Safety Supervision During Construction Processof Municipal Engineering

According to the national new town planning, municipal engineering will take place at an unprecedented rate and scale expansion. Public Works is greater risk of non-economic activities, particularly in the construction phase of construction, the most prone to accidents, municipal construction job because of their means, operating environment, the overall level and quality of construction workers than other industries at a relatively backward stage. Therefore, to strengthen the construction of municipal engineering risk analysis.Firstly, drawing out several common problems on the development process of safety supervision and the implementation of it through analyzing and summarizing the development and the current situation of internal and external safety supervision.Secondly, combined with the characteristics of the local municipal construction projects in Beijing, the Beijing Municipal Construction work is divided into two categories,based on the big data analysis of operating characteristics and safety incidents of municipal construction. The author select the types of jobs in five separate to do risk analysis, through analysis the construction characteristics and common accidents of municipal engineering. In order to make sure the feasibility and practicability of risk analysis,the author selected the more appropriate risk assessment method for different jobs based on the analysis and study on previous studies. Then the author do the risk analysis on the five kinds of construction work. And put forward the risk control measures against the dangerous and harmful factors that appearing in the evaluation process.Finally, the article process a conclusion that the implementation of safety supervision not only need the safety supervision department but also need the cooperation and coordination of the government, the construction unit, construction units and others. Under the supervision of the government, obtain the support of the construction unit and the active cooperation of the construction unit, supervision unit through their own efforts, then the safety supervision work can be more effective. Then from the perspective of safety supervision departure, in order to ensure the smooth development and the efficient implementation of safety supervision, the author proposes:(1) government administrative departments need to improve the relevant laws and regulations on safety supervision class as soon as possible;(2) government administrative departments need to establish and improve training institutions of safety supervision in order to improve the quality of safety supervision personnel practitioners.The author also proposed other recommendations to improve the feasibility of safety supervision.
