In recent years,China’s socialist market economic system has become more and more perfect,the social economic growth mode to intensive development mode.As the basic energy enterprises,the demand of electric power enterprises is increasing,especially with the development of our country’s "13th Five-Year plan",the contradiction between power supply and demand becomes more and more serious.In order to meet the expected demand of electric power enterprises,the electric power construction enterprises with qualification and good performance must be selected for construction.The electric power construction enterprises should be the infrastructure construction in the first place,at the same time,the electric power construction enterprises in order to survive and develop,to ensure that the enterprise profit need to strictly control the cost,the only way in the technical conditions permit,and put a certain amount of money,after the decision and implementation of the necessary procedures to set up together with the power companies to meet the power engineering society need.Electric power construction enterprise is the "test field" of the principle and method of international project management applied in the field of construction engineering.This paper focuses on how to effectively control the project cost control of electric power construction enterprises.First of all,this paper reviews the development process of project cost management at home and abroad,and analyzes the significance of project cost control in electric power construction enterprises.On this basis,the theory of cost control is introduced in detail,and then the concept of strategic cost control is introduced,which lays the theoretical foundation for this study.Secondly,based on the introduction of Hebei Guangming Electric Power Co.Ltd.,to describe the transmission line project,the Guangming company 220 KV transmission line project cost status analysis,find out the existing 220 KV transmission line project cost control problems,and the main problems were analyzed.Again,on the basis of the explanation structure model for power line project cost control problem to exist,the construction company to send A 220 KV light cost controlscheme of electric line project,from the development of the standard cost,management mechanism,function system,value chain construction,and the design of the project cost control measures.Finally,in order to ensure the smooth implementation of the transmission line project,from the establishment of a sound system of cost control,cost control,to create a professional center gradually improve the methods of cost control and enhance the transparency of tendering bidding and other aspects of the implementation of safeguard measures.
