Research On Urban General Layout Of Shangnan County Under The Concept Of Overall Planning Of Ecology,Production And Life

The 18 th National Congress of the Communist Party of China(CPC)pointed out: "Building ecological civilization is a long-term plan for the well-being of the people and the future of the nation." This is the first time that the party has placed ecological civilization construction on the height of building overall layout of socialism with Chinese characteristics.The central city work conference in 2016 specifically put forward: "To coordinate production,life and ecology three layout,improve the livability of urban development.City development should grasp the production space,living space,ecological space of internal relations,to make production space intensive and efficient,living space livable and suitable,ecological space to be pretty landscape come true." This is the first time at the national level proposed to coordinate the " three aspects "(ecology,production,life)for the layout of the living space.In the rapid development of the city today,while planning and construction to fully consider the ecology,production,life,the relationship of these three aspects,to lead the city to the way of ecological sustainable development,is worthy of continuous research and exploration.Urban general layout under the concept of overall planning of ecology,production and life explores the function,structure and shape of the city in accordance with its own development law from the three aspects of ecology,production and life.This paper starts with the present situation of development and the main problems in Shangnan county,and expatiates on the three aspects of ecology,production and life,furthermore analyzes the problems in the layer of overall layout of the county and puts forward the corresponding solutions to train of thought and specific strategies: On the ecological level,commit to solving the contradiction between urban construction land and mountain environment,scientifically determine the scope of land for construction and construct basic ecological network to lay the tone for the next step of the city;On the production level,mainly clarify Shangnan county advantages of ecological resources and the leading industry of the future development-the tertiary industry,and determine the functional zoning on the basis of the city,therefore make ecological zoning analysis to ensure that the planning will not adversely affect the urban environment,at the same time to sort out the urban road system,to determine the framework of urban development and build tourism network;On the level of life,to adjust to the functions of urban details on the basis of previous analysis,to reconstruct the status of poor living conditions of residential land of the three types in batches,to complete residential system of the county,and make analysis to different regions of the residential-public service configuration to determine the basic way and apply it to the layout of the county.And ultimately form the overall layout of the county to fulfill the needs of ecology,production and life to develop.The research of the paper is based on urban general layout under the concept of overall planning of the "three aspects" aiming at small cities in mountainous region with good natural environment condition.Consequently,the ecological environment is undoubtedly the driving force of its development and the restriction of its development.Therefore,ecology is the foothold of urban development,and production is the means of healthy development of the city.Furthermore,happiness is the ultimate goal of the city.Exploring the layout of Shangnan county under the concept of "three aspects" coordination,has certain reference significance for the similar small cities.
