Study On Issues Of Cost Management On The Produce Development Project Of F Institute In Aviation And Aerospace Field

The aerospace technology develops rapidly in recent years;governments around the world have expanded their spending in aerospace research.According to incomplete statistics,accrual expending in aerospace research is thirty nine billion in China by 2013,thus become the second largest aerospace expenditure country only after USA.Fund management problem came out after continuous input into aerospace research.Developed countries like America has utilized project management theory in aerospace research area early in 1940 s And gradually narrow the project cost management to cost estimates,cost control,while the implementation of it in our country started relatively late,because of the system problem,application of project cost management fell far behind.In the context of this,this paper chooses the XX-4 Satellite imager's project of China Aerospace Science and Technology Corporation E f institute as specific research object,analyzes its cost management.Through theoretical analysis,research methods,and by analyzing project cost management of F finds that Of the highlights in the project cost management in China,the F research institute has following problems in project cost management: incomplete system of cost management;Light cost consciousness of project team member;lack scientific evaluation and rewards and punishment mechanism.Meanwhile,guided by former theories,combine the basic national conditions with the realities of F,this paper establishes a new project cost management system for F and provides some improvement opinions and measures.
