| Under the rapid development of urbanization,economization and modernization,the work on preservation of cultural relics has not paid much attention on the modern cultural relics buildings for a long time,especially the protection of the Middle East Railway Buildings,leading to amounts of cultural relics exposed to extinction,as well as caused great economic loss for the lack of the scientific and reasonable management.Ang’angxi Middle East Railway buildings,as the 7th cultural relics conservation sites,is located at the first batch of historic conservation area——the well-known Luoxiya Avenue.This area,with Russian art features,preserves the most complete Middle East Railway buildings.It is a kind of precious and fragile historic and cultural resources,recording hundreds of years’ history of Ang’angxi,which stands high in the historic,artistic and scientific value.As people change the idea on the protection of cultural relics,many heritage buildings are increasingly regarded.Now the Ang’angxi Middle East Railway buildings has its own management model,but the existing cultural relics management system could not adapt itself to the changeable and complex situation.Besides,it is not effectively executed that needs much improvement on the protection work.Therefore,in order to better manage the Middle East Railway buildings,solve the existing problems fundamentally and reduce the frozen damage on the buildings,we want to build a characteristic management system for Ang’angxi Middle East Railway Buildings,that is,the terminal management mechanism,which is an interconnected and fundamental mechanism composed of the buildings management organization and the residents.This paper takes Ang’angxi Middle East Railway Buildings as an example,through the literature research method,field survey method,experiment analysis method,questionnaire survey method and data analysis method,to build a comprehensive terminal management system equipped with emergency response measures for frozen damage prevention,following the principle of “ preserve initially;utilize reasonably and manage intensively”.The focus for this study is establishing a scientific and reasonable management for building in cold places.The specific points as follows:The first part,this study summarizes the domestic and foreign information and experience on architecture protection and management through the historic data and related literature,making respective researches on the domestic and foreign countries’ law systems and administration systems,Middle East Railway RailwayBuildings and cultural relics buildings frozen damage.The second part,through a basic research on Ang’angxi Middle East Railway Buildings,this study achieves a deep understanding on the historic influence and its value.Besides,this study makes it clear the distribution of frozen damage and the damage degree.Then,it explores the effect freeze-thaw cycle made on bricks through freezing experiments.The third part,through the questionnaire survey on the user of buildings and data analysis,this study finds that the Ang’angxi Middle East Railway Buildings is damaged badly,the terminal management mechanism is weak and residents cannot be contacted sometimes.Therefore,this paper summarizes the reasons for these phenomena including that the grass-roots management is weak,users and administers are out of connection,and it lacks enough people on enforcement.The fourth part is the main body for this study.Based on the above researches,connecting the unique feature of Ang’angxi Middle East Railway Buildings,this paper tries to build a suitable and sustainable management system for these buildings to achieve the terminal management for frozen damage emergency response involving all people.The mechanism consists of terminal three-level management,emergency response information transfer and frozen damage monitoring and forecasting system construction.The terminal three-level management includes the Ang’angxi cultural relics institute,Middle East Railway Buildings and the residents.The emergency information transportation includes the information transfer network,weekly report practice and the Wechat platform establishment.The frozen damage monitoring and forecasting system includes that daily monitoring,regular monitoring and reaction monitoring at the aim of building a dynamic and effective monitoring system.Through the government policies,funds,science technology,reward and punishment system construction,the terminal management mechanism can be well constructed and implemented.Therefore,it can provide management assistance and scientific evidence for the Middle East Railway buildings and other buildings in cold places. |
