| As business aviation develops,the number of business jets and operations increase rapidly in recent years.In satisfying various travel demands,delayed rule making,unreasonable management methods,and lack of investment are becoming non-ignorable and potential accidents occur once in a while,the safety management for business aviation faces critical situation.As such,it is imperative that the research on safety risk of business flights be carried out,which,by means of analyzing factors that jeopardize flight safety and making rules to reduce the risks,can be of the utmost significance to improving the safety level of business flights.Factors affecting flight safety have been analyzed in the first place.To begin with,a set of risk factors is constructed by applying meta-event analysis on 100 business flight accidents/incidents collected from NTSB;then by performing field investigations to multiple business aviation airliners,operational risks of business jets are learned;finally,based on the concluded risk factors,the principles for establishing index system,and by consulting management staffs in the industry,the safety risk index system for business flight has been established,which comprises of 4 basic indexes such as flight management,flight supporting,flight environment and safety management and 20 factors.Secondly,on basis of synthesizing current flight safety risk assessment methods and considering characteristics of index system of business aviation,an extension superiority assessment model has been constructed to assess safety risks of business flight.By performing comprehensive assessments on one large business airliner and three smaller ones,flight safety risk levels can be determined by calculating correlativity and risk characteristic values.Results indicate deficiencies in safety management for the larger company,which has been ranked as level II—low risk,and insufficient flight supporting and safety management for the smaller companies,which are ranked as level III—normal risk.The proposed model can conduct quantitative analysis on flight risks of business jet operations and give scientific and objective assessment of risk level to business airliners.By applying the model,risk factors can also be discovered so that measures can be taken to improve the safety management level of business aviation,and provide references to safety management of business flights. |
