With the development of national economics, aviation industry high speed develops, air traffics surge, and air traffic management work is facing enormous pressure. The development of modern science and technology change rapidly, new technology and method has been widely applied in air traffic control system. How to ensure flight safety while the air traffic increases ceaselessly, and new technology emerge in an endless stream is a major issue placed in front of Civil Aviation ATM. In order to adapt to the rapid development of civil aviation, to improve management level of civil aviation, to accelerate the development of China's transportation industry of our country, the Civil Aviation ATC system development has been given increasing attentions in recent years. Air traffic management system is a very important constituent of whole civil aviation, it's security, stability and other aspects is much higher than the general information system, it plays a very important role in ensuring civil aviation safety work. In view of Civil Aviation ATC system has a crucial role in the civil aviation industry's development of air traffic control system, so the effective safety assessment is an important work. So establishing a complete set of effective safety assessment system, and using the scientific comprehensive evaluation method to do safety evaluation for system, is the most important work, but also a important link to protect the safety of our country civil aviation, and promote development of civil aviation.In this paper, the main work is the civil aviation system safety assessment technique research, through a combination of our country's information system security national standards and the relevant safety standards of Civil Aviation ATC system, give a comprehensive evaluation for overall security status of the ATC system, and give the scientific, reasonable, effective evaluation results, to provide the basis for risk prediction and management work. Through the introduction of information system security evaluation standards, at home and abroad related to civil aviation safety assessment technology and theory research status, determine the civil aviation system safety assessment index system, and to quantify the index system. Based on the advantages and disadvantages of the existing methods of determining the weight, creatively design a kind of calculating weight method, namely a combination of the interval AHP, particle swarm algorithm and generalized x2 method, make full use of the advantages of each method, qualitative and quantitative, and get scientific, reasonable, effective weight values. Then creatively design an evaluation method, namely the improved extension for safety comprehensive evaluation, which improves the traditional application of extension, so that the results are consistent with the objective situation. Design a set of Civil Aviation ATC safety assessment system for the above assessment process, and by comparing with the results of the authority of experts, verify its practical application effect and value, and by comparing with other improved algorithms, verify the advantage.
