Practice And Reflection On Participatory Planning Of Ba Pa Village In Qiandongnan State

As a public policy,it is necessary for multivariate subjects to participate in the formulation and implementation of planning The research team carried out participatory planning practice in Ba Pa Village in the Ministry of housing and Wu Zhi Qiao foundation support.But in the process of practice is presented that villagers Participation in consciousness was weak and participation initiative was poor,the mediation with the relevant departments failed,the village head who had not seen the economic interests queried the research team,the villagers indifferent for village development and traditional culture and other problems.Therefore this research takes Participatory Planning in Bapa village as the research object,reviews the practice process and summarize the experience.Based on related theory,method and case study about participatory planning at home and abroad,constructs theoretical framework of participatory planning path to guid Bapa village participatory planning practice,and reviews the different situations in practice from the prophase research,communication,planning and review,project implementation of four stages,summarizes the experience and lessons in practice,summarizes the difficulties in the research and practice.Then Based on political science,economics,culture,sociology and other multi-disciplinary theory field of vision,think about the nature of the problem,clarify the deep reasons for the dilemma of participatory planning in rural planning and construction.And in the Ba Pa practice problems oriented,reason analysis as the foundation,this paper puts forward some corresponding Suggestions on how to promote the development of participatory planning by planning and planning professionals in the real environment.Research suggests that: the dilemma of participatory planning comes from the influence of political,economic,cultural and social factors,political and economic factors are the core factors to the failure of participation.Political factors determine the nature of multi subject participation,and become the main factors leading to the villagers whether to participate and the depth of participation.Economic factors are the material basis of participatory planning,affect people's awareness and ability of participation.Cultural factors are the important reason why the villagers participate in the low consciousness and the low level of organization.The limitations and social structures of rural society also affect the participation of the villagers.Therefore,the development of participatory planning is a social system project,and development is a long way off.In a realistic environment,planners should return to rationality and promote the research and practice of participatory planning through practical planning.With the improvement of the system,the development of economy and the growth of civil society,the participatory plan will be better developed in the suitable soil.
