At present,with the increasing shortage of energy resources and environmental deterioration,in the process of urbanization,major demolition and construction mode is gradually replaced by new construction mode--transformation and recycling.The main purpose of industrial factory buildings construction is used in industrial production,most of them are non energy efficient buildings,function transformation exists problems,such as high energy consumption,large energy saving potential,lack of comfort and other issues.Now,paying more emphasis on green,energy saving and environmental protection,energy saving transformation is an effective way to solve the problems,such as low energy saving,low comfort and low environment.However,the energy saving transformation project has high initial investment,long payback period,make sure its benefit situation is conducive to launch the transformation work,therefore,scientific evaluation benefits of energy-saving transformation project and guide decision-making and implementation of the future projects,has become an urgent problem.The paper mainly studies on the evaluation of the old industrial factory buildings in the northern heating area energy-saving transformation into the office buildings.Specifically the following aspects:(1)On the basis of participation in energy-saving projects practice and reviewing relevant literature,analyses the background of old industrial factory buildings energy-saving transformation,summarizes the essential difference between energy saving transformation and ordinary transformation,and analyses the existing problems,makes sure the research contents and technical route.(2)The paper analyses the constitution of energy consumption and 6 factors influencing energy consumption,introduces the technical content of the old industrial factory buildings energy-saving transformation from enclosure structure,indoor heating system,heat source and heating network 3 aspects,and summarizes the extension theory and the data envelopment analysis theory that the old industrial factory buildings energy-saving transformation benefit research rely on.(3)The paper divides the old industrial factory buildings energy-saving transformation benefits from function,economy,society and environment 4 aspects,then analyses them in detail,derives every benefit’s calculation formula,quantify the benefits.(4)According to the principle of scientific,comprehensive,systematic,hierarchical and independent,the paper establishes a representative evaluation index system,and the index system is quantified and done non-dimensional treatment,which improves the objectivity of the evaluation.In order to overcome the disadvantages of the subjective weighting method,the paper uses the extension weight method of the Extenics to determine the weight of each index.The paper uses the extension evaluation method to evaluate benefit grade of single project;then uses the data envelopment analysis method to establish the C2 R model to evaluate relative effectiveness of multiple similar project,provides transformation projects effective management information and economic information.(5)Combing with old industrial factory buildings energy-saving projects examples,verifies the feasibility of model,analyses the evaluation results,puts forward ways to improve the efficiency of energy-saving projects,to provide reference for decision making and implementation of the future energy-saving transformation.
