When incident occur on electricity industry,electricity industry,as a public industry,has wide effect with fast spreading speed and unexpected consequences.Production initiation in the new generation of launch vehicle industrialization base signals aerospace industry of our nation is marching toward a strong power of aeronautic field.Whether a rocket can be successfully manufactured relies a lot on the basic support of man power and material.Among of which,reliable electricity supply is the priority.When power supply malfunction occurs during rocket research and development process,equipment would be paralyzed,experiment would be suspended,rocket research and manufacture would be messed up and other unexpected consequences would follow,resulting in huge economic damage to our nation,threatening the international status of our aerospace industry and even undermining national security and interests.110kw substation in Tianjin district,as the sole power supply substation in the district,shoulder the responsibility to provide reliable power for the new generation rocket.In the substation management,various risks lead to loss and disturbs which could have been avoided.Therefore,lessons learnt,risk assessment and more advanced and proper risk management methods are the effective way to ensure normal running of substation.This paper takes the running of 110 kv substation in Tianjin district as the research subject,conducts risk management research after acquired full understanding of the running status and equipment situation of 110 kv substation from perspective of risk identification,risk assessment and risk response,deeply analyze the risk endurance capacity of this substation,enhances the scientific and logical feature of risk control,works out a risk management system in line with the running of 110 kv substation in Tianjin district to ensure normal running of 110 kv substation,avoid high risk incident and serves as a reference for other similar risk management project.Through careful study of 110 kv substation in Tianjin district background information and on the basis of research and field observation,this paper applies Delphi method to get 36 major risk sources in 4 aspects including environment risk,human behavior risk,management risk and equipment,applies semiquantitativeassessment To assess the risk magnitude of 36 risk factors,ranks the risk magnitude according to the results and proposes response tactics and measurements for each kind of risk based on the magnitude...
