Evaluation And Analysis Of Urban Renewal Policy Based On Policy Instrument

As the rapid urbanization of our country,due to limited land resources,disparity between supply and demand has been intensive for urban land utilization,and achieving urbanization by land increment has reached a plateau.The importance of urban renewal is increasingly recognized,along with the persistent worsening human settlement,transformation and upgrading of national economy,economical and intensive utilization of urban land encouraged by government,and decrement of incremental space and increment of inventory space of construction land.Revitalizing inventory land and elevating use value of land by urban renewal would efficiently relieve the disparity between land supply and demand,and thus materialize sustainable development.After years of incremental development in a rapid and extensive manner,urbanization of the major cities is restricted by the limited land resources,and shifts to revitalization of inventory land in an economical and intensive way.As the manager of urban construction and development,national and local government are responsible for the policymaking.Urban renewal is the efficient way to materialize sustainable development in the new era,therefore,framing scientific top-level design for urban renewal has become a key task for the functional departments of the government,and urban renewal policy has been an important research topic.The object of this study is urban renewal.Studies on urban renewal of domestic and foreign cities are referenced to analyze the urban renewal policies at nation and local levels.Firstly,by systematically reviewing and sorting out 16 national,22 Shanghai's,and 29 Guangzhou's urban renewal policies,the evolutionary paths were respectively investigated and compared.Then,Shenzhen,the national forerunner of urban renewal,is chosen as the research focus.The text of 70 urban renewal policies published by Shenzhen is studied on the policy evolution and innovation in the dimensions of release time,vertical content,and horizontal content.Finally,based on content analysis,with 265 texts from 8 comprehensive urban renewal policies of Shenzhen,combining the types and phases of urban renewal,concrete content of Shenzhen's urban renewal policy text is deeply analyzed.As a result,problems of Shenzhen's urban renewal policies are revealed,and the corresponding solutions and suggestions are proposed.The results of this work will not only pave the way for further theoretical studies of urban renewal policy,but also provide reference values for directions of the development of national and local urban renewal policies.
