With the development of national economy and the implementation of national "The Belt and Road " grand strategy,large-scale projects in China is also increasing the number and size of the program.The management interface of construction project is becoming more and more complex,the workload of organization and coordination is increasing day by day.However,at present,the management of large engineering program has not yet formed a complete theoretical system of knowledge,the use of traditional project management theory and tools to manage large construction program has obvious limitations.The emergence of management synergy theory provides a new method for the management of program.Find the leading factors of each subsystem in the program management system(order parameter),to take effective measures to manage and guide and improve program management synergy,so program management introduced in the field of management synergy theory is very necessary.Synergetics is to explore collaborative rules and mechanism of complex open natural system and social system,so the application of collaborative management theory to explore the complex program open collaborative law system is entirely possible.The four subsystems(collaborative program management information system,target system,organization system and resource subsystem)and the management factors were analyzed,for the program of all parties involved in the implementation of collaborative management to specify the key.In order to measure the degree of realization of the management synergy among all the participants in the program,the research on the coordination degree of the project management is carried out.We constructed a collaborative,cooperative target,the integration of information organization collaboration and coordination of resources project management synergy degree measurement index system,and on the basis of the principle of order parameter and slaving principle in synergetics to build collaborative degree model of program management.Based on the results of the evaluation and analysis of synergy,the paper discusses the transformation path of management synergy.The upgrade path is mainly composed of two parts: "bottom-up management synergy degree evaluation and analysis of diagnostic process" and "top-down management synergy capability improvement program".In order to verify the scientific and feasibility of the program managementtheory to guide the practice of program management,this paper makes an in-depth analysis of the implementation measures of K fire power plant program management synergy.Research on K fire power plant management synergy degree were measured,the results show the highest degree of collaborative design in the four stage K fire power plant program implementation in the construction phase and the four subsystems in program management system,minimum management synergy degree is the target subsystem.In this paper,the management synergy theory is introduced into the field of program management,which is helpful to improve the theory system of program management,and will provide a new management idea for the construction of large engineering program.The construction program management synergy degree measurement model will also provide a tool to measure the management synergy of the construction program.
