With the rapid growth of urban population density, vigorously develop public transport is imminent, especially dependent on rail transportation is particul arly prominent, the requirements of rail transit operation reliable, safe, timely and economic rising. Because the vehicle is the core of rail transit equipment, ensure the safe operation, punctuality and efficient key, once fault occurs, it will cause a great loss of property, even endanger the safety of people’s life. Therefore, the research of this paper has important practical significance.RAMS technology as an important technology in the management of rail vehicles, as early as in 1980 s was introduced into the urban rail transport industry. In recent years, the rail vehicle running speed is increasing all the time, carrying volume rising, rams techniques have received increasing attention; whether the vehicle track design, manufacturing, or in the application, maintenance work, invariably runs through the rams ideas, technical methods and application. From the point of view of the technology development trend and the results achieved, the rail industry found that traditional reliability technology ex pansion and extension, and gradually form the including reliability, availability, maintainability and safety technology, including the generalized reliability technology, namely rams technology At this stage, the rams technology in the whole life cycle of vehicle project get full application, of vehicle system, subsystem and the main components of rams analysis FMEA(failure mode and effects analysis; series, modular analysis; risk assessment; maintenance strategy; life cycle cost analysis) and achieved remarkable results.In this paper, we study on S company of Rail Transit Pearl Line Phase II(line 4) vehicle technology improvement projects as the object, combined with the company Transit Pearl Line Phase II(line 4) project of rail vehicles technology t ransformation of the specific circumstances, analysis of the whole life cycle of the project design phase and implementation phase in the presence of the main problems and to rams technology as the core of solving problems of ideas, methods and process. Fi rstly, this paper expounds the background and significance of the research projects, expounds the research status at home and abroad; secondly, expounds the concept of RAMS technology and RAMS technology of rail vehicles, analyzes the factors and effects of rail vehicle application index of RAMS technology, discusses the relationship between technology and technical transformation of RAMS rail transit vehicle project; then, from the angle of reliability and maintainability and security etc. a detailed analysis of the S rail vehicle improvement project management problems exist; and then, the main problems of rail vehicle improvement project management is the use of RAMS technology, are further studied from the reliability maintainability, safety and life cycle cost level; finally the RAMS is improved, effect of application of project management in railway vehicle are analyzed, and on the basis of the summary And prospect.In this paper, we study of reliability, maintainability, safety of improve the companys Rail Transit Pearl Line Phase II(line 4) vehicle technical improvement project, the project life cycle cost control has a positive practical significance and good reference.
