In December 2015,the National city conference put forward to advocate the city to repair,insist to intensive development,control the total frame,limit the capacity,revitalize the stock,optimize the increment,improve the quality,speed up the transformation of the old residential district.The strategy of Chongqing five functional areas put forward to speed up the space optimization and the transformation of old city features and characteristics in core areas.The 3rd conference of Chongqing City Planning Commission put forward to not be short-sighted,seek quick success and instant benefits,engage in mass-demolishing and mass-construction by the name of transformation,create livable environment,make people’s life easier,more comfortable and more beautiful.The 13 th Five economic and social development planning and construction planning also enhanced the quality of living,urban organic renewal as the current important work.Seen from that,the central and local governments have promoted intensive use of land,revitalized the existing stock,optimized of urban functions and improved the quality of living as the direction of urban development.Urban renewal is an effective way to realize of the target,it is the inevitable choice for urban development.In this thesis,it is to build urban renewal planning system as the research goal in the current stage of Chongqing.The theoretical part mainly has elaborated the concept of urban renewal and the development process at domestic and abroad.The object of thesis is the Chongqing downtown that is the status quo concentrated built-up area in Chongqing megalopolis.It has analyzed of the development stage of urban update,identified problems,proposed to realize organic renewal as the current urban renewal goa.Focusing in Shanghai,Shenzhen and Guangzhou cities in China for the horizontal comparison and reference objects,this thesis has summed up legal system construction,administrative system security,the planning drafting system perfect and other aspects,providing institutional protection to realize organic renewal in the Chongqing downtown.Firstly,it is to formulate legal policy.It includes "Regulation-Policy-Technical Standards-Operating Instructions" four levels,to establish and improve the urban renewal policy system.Formulate the "Administrative Measures of urban renewal in the Chongqing Downtown ",involving all aspects of urban land,housing,planning,fire and other updates implement policies,as a programmatic document.In implementation,the various departments combining departmental responsibilities come out the introduction of the implementation details,as supporting policies.At the same time,strengthen the urban renewal technical standards such as survey data specification analyses,special planning methods,and design the administrative procedures and operational processes guidelines about urban renewal project.Secondly,it is to provide the administrative system.It proposes the establishment of the city’s urban renewal leading group for the city’s urban renewal work on major issues related to decision-making.Urban renewal work leading group office,the initial plan is to set up urban renewal office in the municipal department of land or planning.To a certain stage,it will be considered to set Urban Renewal Agency that is responsible for coordinating the city’s urban renewal in daily management.The district government of the Chongqing downtown as the main duty promotes urban renewal in the administrative work and sets up a leading group and office updates,arranging the appropriate department as a specialized organization and implementation mechanism.Thirdly,it is to perfect planning drafting system.It proposes urban renewal special plan adding into the existing planning drafting system,strengthening special planning and matching the legal planning at all levels.Establishing the three levels,the overall level it is the Urban Renewal special plan in the Chongqing Downtown,the street level it is the Street Renewal Plan,the implementation level it is the implementation program of the renewal project.
