The Research Of Urban Renewal Planning System And Renewal Implementation Mechanism

Urban renewal originated from the urban transformation movement of western countries after World War II.With the development of economy and society and the need of urban reality,urban renewal has become the inevitable choice and strategic direction of the development of most cities in China.So far,most cities in China have not yet established a more perfect framework for urban renewal except for a few cities such as Guangzhou,Shenzhen and Shanghai.At the same time,with the increasing rate of urbanization in Jinan,it is becoming more and more obvious in the aspects of the unsustainable development of the space resources in the belt cities,the low efficiency of the use of urban stock construction land,the weak urban infrastructure and the construction of public service facilities and the poor protection of the historical and cultural heritage of the city.Although Jinan has focused on promoting urban renewal in recent years,a series of problems still exist because of its late start and lack of experience.Based on these,through the methods of investigation and analysis,empirical analysis and comparative analysis,this paper carries out in-depth research and analysis of urban renewal system construction.First of all,the research background of urban renewal is accurately grasped,and the research perspective of this paper is to update the planning and compilation system and the updating implementation mechanism,and to clarify the purpose and significance of this study from the theoretical and practical level.At the same time,understand the progress of urban renewal and development of cities at home and abroad and the research progress of related theories.During this period,the field survey of the typical urban renewal cities such as Guangzhou,Shenzhen and Shanghai was carried out to collect and analyze the first-hand information related to the national,provincial and municipal levels,so as to grasp the trend of the policy and clarify the urban renewal workers in China.,including the characteristics,problems and demands of the present situation.Secondly,in view of the problems faced by urban renewal at the present stage,the main manifestation is that the current planning system and the renewal implementation mechanism are not sufficient to support the needs of complex urban renewal work,and analyze the defects and shortcomings of the two,as the support and paving of the following research.This paper makes a comparative study on the innovation of urban renewal work in the three cities of Guangzhou,Shenzhen and Shanghai,analyzes the generality and differences of the three cities,and summarizes the construction framework of the urban renewal planning system and the urban renewal implementation mechanism.Finally,combine with the actual urban renewal work in Jinan,follow the current policy orientation and build up the urban renewal planning system with the characteristics of Jinan and the renewal implementation mechanism.It can be summarized as follows:(1)Constructing urban renewal planning system of "renewal special planning + updating unit plan + updating project implementation plan",co-ordinate and control urban renewal from macro,medium and micro levels,and(2)gradually improve the urban renewal implementation mechanism,mainly including: The renewal bureau is the core of the three level management institutions,the construction of the policy and regulation system at the core of the renewal method,the exploration of flexible land management and fund guarantee,and the full implementation of the public participation in the whole process.
