Study On Construction About Supervision And Management Of Urban And Rural Planning

Owning to decade of the new century is the rapid development period of China’surbanization, rapid urbanization promote profound changes on China’s socio-economicareas. Urbanization will promote the country’s economic structure, social structure andspatial structure to undergone profound changes, and at same time, the technicalattributes of urban and rural planning is transformed into public property. As animportant means of public policy, urban and rural planning is facing many challenges.Methods and monitoring systems of urban and rural planning have to makecorresponding adjustments and improve in order to meet the requirements of modernurban and rural development, promoting supervision and inspection of urban and ruralplanning is an inevitable direction.Based public policy attributes of urban and rural planning, and through acomparative analysis and research on experience, methods and results in monitoringand supervision of administrative of urban and rural planning in developed country, thepaper select a typical case and carry out dept analysis, learning from related disciplinesand theoretical research results and techniques on institutional economics, publicadministration, game theory, etc., and build a model of inspectors and the mechanismof checks and balances of urban and rural planning, and construct a more completeframework for monitoring system of urban and rural planning system, which canprovided for a reference for reform and improvement of supervision in the urban andrural planning.This major work and innovation in the paper are as follows:（1）Combined with more typical case of urban and rural planning in recent years, the paper indicates that further changes in urban and rural planning must be thoughtout of pure technology, and the planning policy and related social and politicalinfluence should be the focus of the work. Based on public policy perspective, thepaper proposed that supervision and management of urban and rural planning needs toestablish on the basis of property of knowledge and conclusion in the public policy ofurban and rural planning, and from the administrative point of view and from its levelof implementation, analyze, build and improve of the institutional system designshould be carry out.（2）The paper classifies,researches and describes the main stakeholders and theirbehavior involved in urban and rural planning, the pattern of interests based on therequirements of the different reality demands, and analysis the balance target, of thevarious stakeholders.According to analysis and based on game theory, the paper buildthe theoretical model between law enforcement and offenders, supervisors and lawenforcement game in urban and rural planning and management; introduce the conceptof the new administrative analysis system to build the mechanism of checks andbalances o the power in urban and rural planning.（3）The paper analysis the legal system of inspectors to implement in China’surban and rural planning, based on depth study of the content of inspectors, inspectorobjects, forms of organization, work, inspectors and local government relations andinteractive collaboration and legal protection,and put forward public participation inthe system, complaint system and other related supporting systems, in order to build arelatively complete system of inspector system in urban and rural planning, whichcombined with our established administrative reality, and carry out adjustment andcorrection to a certain degree.
