Public transport priority is an important way to solve the increasingly serious traffic problems faced by many urban cities now.In order to promote the process of public transport priority and improve the competitiveness of public transport,in-depth studies have been implemented on how to effectively evaluate the performance of public transport system both at home and abroad.Transit-auto travel time indicator and its classifiction standards have been proposed in the United States as an important way to evaluate public transport level of service, which exerts instructive significance on transit development.In-depth studies and discussions should be done to understand whether it is effective in China to use transit-auto travel time indicator and whether the USA classification applies to transit peformance evaluation in our cities.Public transprt service factors affect mode choice of citizens, and the mode chioce results reflects public transport services. Therefore, transit level of service evaluations should be based on the transit mode choice behaviors.Household travel data are statistically analysed in this paper to explore the impact of transit-auto travel time factor on mode choice and transit-auto travel time classificaion are discussed based on the results of mode chioce models, which provides evidence on transit priority evaluaion and transit service improvement for cities in China.Firstly,Based on the literature reviews of transit-auto travel time and mode chioce,transit-auto travel time indicators are chosen and analysed in this paper.Considering that travel time difference valuations are based on total travel time,transit-auto travel time difference/travel time indicator is proposed.Then,transit-auto travel time difference/travel time,transit-auto travel time difference and absolute travel time are used respectively to construct transit mode chioce models.Statistically significant Variables are analyzed and the goodness of fit of the three models are compared. Moreover, travel data are classified and modeled according to travel purposes and private car ownership. The model elasticities are imputed to judge the relative importance of public transit-auto travel time indicators on different types of people.Finally,transit-auto travel time classifications are discussed based on the transit mode chioce models, and public transport improvement suggestions are put forward due to the transit level of service evaluation results of main activity centers in Xi'an.The results show that transit-auto travel time factors are statistically significant in mode choice models, and the possibility of choosing transit declines as the transit service becomes worse. The two models in which transit-auto travel time difference/travel time indicator and transit-auto travel time difference indicator are introduced can better explain mode chioce behavior than the model with the absolute travel time indicator, while the model with transit-auto travel time difference/travel time indicator proves to be the optimum. The elasticity analysis of mode choice models shows that transit-auto travel time factors have a strong influence on transit mode choice for both commuting and non-commuting trip purposes, with commuters more sensitive. It is finally concluded that transit-auto travel time applies to urban public transport service evaluation in our country and transit-auto travel time classifications based on mode choice behavior are instructive for urban public transport service evaluation and improvement. Two innovation points in this paper are as follows.Firstly, valuations of travel time difference vary to total travel time, thus transit-auto travel time difference/travel time indicator is proposed in this paper.Secondly, the most important purpose of public transport priority is to attract more passengers,transit-auto travel time classifications in this paper are based on the mode choice behavior, which is of practical values in transit service evaluations in our country.
