With the development of the power industry and the reform of the power system,the dispatching mode of the power generation system is also changing in order to adapt to the electricity market policy and environment.At the present,impartiality and openness of power dispatching model is widely used in our country,which mainly stressed that the protection of power systems in the safe and stable operation conditions,the power plant to complete the progress of roughly the same,in order to achieve fair treatment of the main market to maintain its interests.And this also to a certain extent,reduces the system of economic space of optimization,so that the overall system of poor economic efficiency.In order to improve the economy of the system,it is necessary to consider the unit's own characteristics to arrange the output reasonably,and it is necessary to relax the system's fairness requirements.Therefore,a suitable indicator is needed to quantify the degree of fairness of electricity.On the basis of analyzing and understanding the connotation of impartiality and openness of power dispatching,this paper master and study the contents of Gini coefficient and standard deviation,the calculation method and the application in power system,and compare and analyze the correlation and difference of the two indexes through the actual example,to select an indicator for the characterization of the power fairness.The final determination of the Gini coefficient is relatively more applicable to the fairness evaluation and quantification of the impartiality and openness of power dispatching.On this basis,this paper proposes an impartiality and openness of power dispatching model based on Gini coefficient in order to balance the fairness and economy of power system operation.The specific practice is to take the total cost of power generation as the objective function of the scheduling model,and to use the Gini coefficient between the power generation progress of each power plant as the constraint condition of the scheduling model,and the model can adjust the Gini coefficient to achieve the system operating the emphasis of economy and fairness of the degree.Then the model is constructed and linearized,and the optimization software is used to optimize the solution,and the feasibility and effect of the model are verified.At the same time,the comparison of the total cost of power generation under different Gini coefficients,as well as the fairness and economic difference between the proposed model,the conventional economic dispatch and the existing impartiality and openness of power dispatching scheduling model,respectively,show that the model can guarantee On the basis of certain fairness,the system can effectively improve the economic optimization space of the system,so as to realize the optimal allocation of resources.The model proposed in this paper is not only an extension of the conventional scheduling model,but also provides a richer choice for the dispatching department to develop the power generation plan.It can also provide reference for the supervisory department to formulate relevant policies through the adjustment of the Gini coefficient.
