The occurrence of flood disasters has seriously affected the development of social economy and people's life.At present,engineering and non-engineering measures are taken to respond to the occurrence of flood disaster.As one of the important non-engineering measures,dynamic control of the limited water level and flood control forecast operation have made many achievements in research and application.However,Previous research mainly devote increasing water resources utilization by rising the limited water level,ignoring the research of improving the flood control capacity by lowering the limited water level which has a very important practical significance.In the aboving background,in order to improving the flood control capacity and affecting the benefit of water supply,considering the analysis of the availability of rainfall forecast and runoff recession,this paper stduies the method of lowering the limited water level about Biliuhe reservoir in the critical period of flood control.The method apply to a flood operation,and its flood operation result is compared with a scheduling planning method;in addition,the change of the flow capacity in the downstream of the reservoir are introduced into the reservoir flood control operation manner,and the classification and pre-discharge flood control operation manner considering the flow capacity of the downstream channel is established by pre-recharge analysis.The main research contents and achieved results are summarized as follows:(1)Based on the factors of the flow capacity of the downstream of Biliuhe reservoir,a set of one-dimensional hydrodynamic model was constructed by selecting different conditions,and the main control sections' flow capacity and safe discharge are simulated quantitatively with the goal which the simulated water level consistent with the control water level.The achieved results show that the safety discharge there is 2700(4800)m3/s?2300(4300)m3/s?2000(4000)m3/s 3 types,when suffered 20-year(50-year)flood.It provide the important data support for the establishment of the flood contol operation manner(the the fifth chapter)which is based on the classification of the downstream capacity.(2)selected for the study sample,the next 48 h GFS rainfall forecast information about Biliuhe reservoir is divided into 4 levels,and is evaluated rainfall error by calculating the eigenvalue of erro and sampling error.The results show that the the probability of the above 10 mm actual rainfall is 94.2%,and the FAS is more than 80%(A class),when the next 48 h GFS IV grade is IV level.And the qualified rate of the recession water is 90.9%.After aboving research,it is believed that the rainfall information of the next 48 h GFS IV level can be used for pre-vent research.(3)This paper puts forward the basic idea of lowering the limited water level in the critical period of flood control,and study the method of lowering the limited water level based on the returning-water.And the method is applied to the example simulation of Biliuhe Reservoir,which reduce the maximum flood water level 0.17~0.45 m.In other words,it not only improves the flood control ability of the reservoir,but also reduces the benefit benefit.(4)In this paper,based on the classification of the downstream's flow capacity,the classification and flood control operation manner which use the pre-discharge and back-charging method is established,and the flood operation result is analyze.The analysis results show that the modified and classification flood control operation is more reliable than the present forecast operation,and it produce water supply benefits.more 0.28~0.74 billion than the classification flood control operation under the middele and smaller overflow capacity.Lastly,the conclusions and problems need to be further studied are given at the end of the dissertation.
