In recent years,China’s civil aviation industry has developed rapidly,passenger and cargo throughput increased year by year.To meet the needs of air transport,cities all over the country are building new airports or alteration,expansion existing airports.As an important port city in Northeast China,Dalian aviation business volume has maintained a high growth rate.But limited by the airspace,urban planning and other restrictions,the existing Zhou Shui Zi airport tends to run at full capacity while the surrounding development space can’t meet the future needs.For this reason,Transportation "Twelfth Five-Year Plan" and Civil Aviation "Twelfth Five-Year Plan" are both clearly proposed to build Dalian new airport.The reclaimed airport has the advantages of land saving,environment friendly,flight safety and so on.In Japan and other countries have long been precedent.However in the China,a new airport built on the offshore artificial island is the first case which also led to the lack of normative basis for the project,approval process,experience and many other problems.Therefore,the project requires in-depth project management.Large-scale airport construction projects in China and abroad generally have a tight schedule,large investment,high quality standards.It is necessary to do the time management at the planning stage.The project’s time management needs to develop a more reasonable project schedule under the premise of defining activities,estimating activity resources and duration,etc.But due to the uniqueness of the project,Resulting in the lack of sufficient business environment factors and organizational process assets,Making the time management process there have to face many uncertainties.To develop effective schedule and to deal with uncertainty in advance,is conducive to the achievement of the project objectives.In this paper,through the analysis of the case study,through the analysis of Dalian New Airport project to develop a time management plan in the process of management problems,the use of risk management theory of time management plan in the uncertainty of the factors identified and responded to extract the crux of the problem.And then use the project management knowledge system for internal and external management structure for reference to the adjustment method.It is hoped that the research results of this paper can provide some reference for similar offshore artificial island construction project.
