In the process of expressway operation and management,in recent years because of bad weather or man-made factors to produce many emergency incident, will cause traffic jams on the high-speed road, severely reduce the traffic capacity of highway, will affect the overall operation of the regional road network state.Expressway emergency incident management experience at home and abroad, often using closed lanes, speed limit, limit models such as traffic organization measures to improve highway traffic flow running state. However, the suitability of various emergency traffic organization measures is to be evaluated, and its reasonable use method is to be studied scientifically. This paper on the basis of the analysis of the existing research results at home and abroad, adopts the static traffic simulation technology and dynamic traffic assignment, two methods based on VISSIM software platform for local static highway road simulation model is established and regional road network simulation model, dynamic allocation of emergency traffic organization measures under different level of highway service for high-speed traffic flow running state and regional road network as a whole to improve the profile of traffic running state simulation experiment. This paper summarizes the experimental results and analyzes the adaptability of various kinds of emergency traffic organization measures and various combinations measuresPaper respectively from the micro(road),macro(network)level to study the emergency traffic organization measures of adaptability and the effects on the improvement of the roads and road network congestion, research for scientific evaluating the feasibility of the emergency traffic organization measures has theoretical significance.
