The development of urban economy and the acceleration of the process of urbanism bring about a huge increase of demand of land resource. Land is a kind of scarce resource, and land in city central area is the part with high quality because of the advantages in terms of location and transport. During the process of urban development, land in city central area is often utilized inefficiently and extensively, while the utilization with high efficiently is needed because of the urban development with equal quality. Consequently, the redevelopment and reconstruction to the city central area come to inevitable.The transformation of form and spatial composition of modern city central area requires the city central area to assure more diversified serving functions. Redevelopment of city central area, and relocation to the functions in city central area which is dominated by the government and guided by planning, are especially important to inefficient and extensive functional replacement of land.The research purpose of this thesis is to make the city central area to be a 24-HOUR dynamic one full of vitality via redevelopment, and to adjust former industrial structure, to enhance the land value through the replacement and interaction of functions, and to infuse the urban fabrics and modern commercial culture. We will not only enhance the foundation of urban physical environment, but also strengthen urban development capability, and improve the quality of urban life, even promote urban civilization.This thesis takes the redevelopment of both sides of Fuxing Road in Xiangtan City as an example, and analyses the forming condition of the redevelopment of this site in terms of qualification and quantification by analyzing and evaluation to the current situation, and tries to find a new direction for the functional allocation of redevelopment of land and functional distribution by formulating a plan. At the same time, dominated by the government, land is exploited integrally and step by step by adopting a public-private partnership of development. The development is driven by the project, which could achieve the goal of redevelopment and reconstruction.
