Under the conditions of the market economy, as an important market factor, propertyrights permeate in every corner of the city construction, and they also play an veryimportant role in the area of renovation of historic district. Nowadays there are lots ofdifficulties in the progress of renovating historic district, property determines whoshould renovate the historic building and who get benefits, so that solving the issue ofproperty rights are very important for the current problems.By studying the history of urban development in Western countries, we found that oldcity renewal is a necessary stage of urban development, a successful urban renewaldetermines historic character and urban image of the city, most European cities haveexperienced this process, now all the old cities are full of energy and new vitality again.We can learn some experiences from the development of the old cities in the perspectiveof property rights. I find the reason of the difficulties we have in our old cities renewalabout property. First, the owners of the historic buildings lack the consciousness ofconservation. Second, the property market ignore the value of historic building. Third,rent-seeking makes a good contribution to destroying the historic buildings. Forth, thelaw about property in land is so not perfect. Fifth, during the progress of urban renewalthe property owners are ignored. Sixth, the number of properties for one buildingbecame much more bigger as a result of social change. So some methods of property reform are presented to solve the current problems. The historic district ZhongshanRoad in Qingdao is discussed as an example to study the property reform, and somenew methods about property are presented to solve the problems.It is full of significance to reform the property rights system for the conservation ofhistoric buildings. The economic benefits from the historic buildings in property marketmake the property owners and developers preserve the historic buildings actively, and italso lighten the financial burden for the government.
