Research On The Risk Countermeasures Of The Contractor Based On The 2013 Construction Project Contract

Since twenty-first Century,with the continuous development of construction industry in our country,the construction market is becoming increasingly competitive,the types of risks and engineering disputes are increasing in the construction market activities which the contractors participate due to the characteristics of its long duration,profession and complexity.however,universally the contractor's management level needs to be improved,and they pay more attention to the risk management in the construction process,thus leading to the low level of management in the stage of bidding and contract signing.The 2013 version of the model text has been generally accepted and applied by the client and contractor,it not only guides the contract signing,but also have a vital effect on the assignment of rights and obligations between the client and contractor,therefore,the research on the risk factors of the contractor in the model text plays an important role in improving the risk management level of the contractor and the later period risk control.This paper based on the 2013 version of the model text,take the risk factors of the contractor in the model text as research objective,and follows on risk identification,risk assessment,risk response research route.Firstly this paper introduces the background and necessity of the revision of the model text,and obtains the variation of the 2013 version of the model text by contrasting with the1999 edition Construction Model Contract(GF-1999-0201)(hereinafter referred to as the 1999 version of the model text),which provides the theoretical basis for the identification of the latter risk factors;the paper applies the method of literature review,risk decomposition structure and questionnaire survey to identify the contractor's obvious and potential risk factors,and summarizes the risk factors according to different sources of risk,based on the conclusion above,the contractor's risk evaluation index system is established;Then this paper uses AHP and fuzzy comprehensive evaluation method to establish risk fuzzy synthetic evaluation model,to evaluate the over risk level of the construction contract signed by the contractor,and take the example analysis to verifies the practicability of the model;at last,put forward the risk countermeasure according to the risk index,to reduce the risk of contractor's execution.
