With the rapid development of Chinese economy,crude oil consumption to promote the rapid rise;the same time,the use of the crude oil imports.In order to avoid the happening of maritime tragedy,people on the navigation and safety of Marine environment should proceed in-depth risk identification and risk management research.For the VLCC navigation waters of the security constraints,affecting the Huizhou port economic development speed.And the previous conditions of water depth,route planning and other ship has appeared between the large incompatibility between the large.The original safety risk assessment has been unable to meet the growing total tonnage of ships and traffic.A single VTS supervisory control can not satisfiy the regulatory requirements for navigation.Coupled with the geographical conditions caused by the climatic conditions also on the safety of large ships have a great impact on navigation.Port security is one of the main directions of maritime research,The dynamic risk visualization system studied in this paper can continuously and continuously monitor the navigable waters of Huizhou Harbor through dynamic on-line methods.Identify and risk the risk of navigable waters and reduce the risk of personal injury or property damage to and below an acceptable level.In order to scientifically and effectively evaluate the safety risk of navigable waters of Huizhou Port VLCC,This paper brings together a large amount of relevant data to study the domestic and international evaluation methods for the safety of harbor waters,to analyze and analyze the elements of dynamic risk assessment,and to determine the corresponding dynamic risk assessment system through AHP AHP.Through the investigation and study of relevant experts,The assessment method,the weight and the degree of membership to quantify the factors of risk assessment.Finally,a dynamic risk assessment model is established and the real-time display of dynamic risk is relied on the MFC programming framework.After the verification of examples,it is proved that the dynamic risk assessment model has a certain Practicality.
