Donglian Working Area is located in Dayawan Petrochemical Industrial Park,a national petrochemical park,and Donglian Channel undertakes the import of raw materials and export of products of the whole Park.As the Phase ? project of CNOOC and CSPC and of CNOOC Huizhou Refinery Branch are put into production,the channel in Donglian Working Area of Huizhou Port suffers higher navigation pressure.This paper studies the scheme of improving the navigation capacity of Donglian Working Area of Huizhou Port.The main achievements are as follows:(1)To improve loading and unloading efficiency at the jetty and reduce the time of ships waiting for channel,the two-way navigation of small liquid cargo ships and a new channel developed in the east of the existing channel were proposed in this paper.(2)The natural environment,port environment and traffic environment of Huizhou Port were sorted out.The traffic adaptability and navigation environment impact of Huizhou Port were analyzed.Then qualitative analysis of the plan mentioned above was made.The analytic hierarchy process combined with the fuzzy comprehensive evaluation method were used to carry out the comprehensive safety assessment of navigation,and the risk mitigation measures were discussed.(3)The comprehensive qualitative and quantitative analysis results proved that the two-way navigation of small liquid cargo ships and the addition of new waterways on the east side of existing waterways can help improve navigation capacity.The following conculsions are drawn by comparing the two schemes:two-way navigation covers half of the ship types,which is fast in implementation and low in cost,and can alleviate the recent navigation pressure;the new channel covers almost all tankers,requires dredging,and has higher navigation efficiency and can alleviate long-term navigation pressure.Two ways are feasible for enterprise reference.
