Hydraulic engineering construction has been developing rapidly in Tibet in recent years,and there is a leapfrog trend.However,its unique historical and natural environmental constraints result in various and complex problems in constructional organzing and program selecting.Moreover,the project management is lagging behind other region,especially in the risk management.This thesis gives a deep insight into the developing situations of risk management both in China and overseas and the features of the risk management in constructional projects and hydraulic engineering constructions,and analyzes the demands of the hydraulic engineering construction in Tibet and specific characteristics of its constructional projects.In addition,based on the features,the thesis identifies and analyzes the potential risks by theories,and establishes the index system of risk evaluation and the evaluation model applied in constructional plans by selecting significant risk factors using expert investigation and entropy weight approaches.Moreover,this thesis gives the significance sequences among anti-risk abilities in constructional plans by utilizing Analytic Hierarchy Process(AHP).In the end,the thesis verifies the effectiveness of the established evaluation index system and model by the example of the anti-risk ability selection in the constructional plan from a hydro-junction plant when it is doing cofferdam seepage prevention work.The thesis applies the entropy weight approach and Analytic Hierarchy Process into the establishing of the anti-risk ability evaluation model,and combines quantitative and qualitative analysis effectively.The conclusion conforms with actual constructional operation.It offers references for the future constructional plan selection in similar projects.
