Research On Risk Management Of Reconstruction Shantytowns Project In Nanning City

After entering in twenty-first Century,with China’s economic aggregate ranked second in the world,the status quo of China’s shantytowns has been unable to meet the needs of politics,economy and residents,the State Council since 2013 three consecutive years issued shantytowns guidance documents,the area also follow up the pace of transformation of shanty towns.BeiHu Community is located in Nanning City,XiXiangTang District,BeiHu Road No.49,is a contiguous City shantytowns,due to the construction of the old residential houses,serious aging,inadequate facilities,there is a big security risk,carry out the transformation of shanty towns is the district residents wish for many years.In this paper,by analyzing the example of project BeiHu Community shantytowns,based on risk management theory,to analyze and study the problems of risk management of the project,the main research direction includes three aspects:Firstly,the overall analysis of the existing problems and shortcomings of Project Risk Management District shantytowns lake,the project is taking the land for investors,the government led mode of participation in social transformation.However,in the process of promoting the project,there are still some problems,such as lack of awareness of risk management,inadequate management funds and incomplete management mechanism,and the effect of risk management has not been optimized.Secondly,it is to learn to use the knowledge to identify key risk points in the project,using Failure Mode and Effect Analysis(FMEA)to identify and assess the risk factors of community shantytowns projects in the lake,so that the four major risks of project is to levy resettlement risk and cost of financing risk,design risk,the delay in the schedule change risk.Thirdly,combining the key risk point,puts forward the countermeasures and measures of the project.Beihu Community shantytowns project through the focus on the proper placement of expropriated households,looking for strong investors and matured land use CDB loan support,risk management measures such as optimizing the deepening of project design,risk management,increase investment,to construct the responsibility mechanism of human body,good risk management plan,reduce the probability of project risk.From the general theory of project risk management of real estate development,combined with theoretical knowledge and practical experience of project management,the project area shantytowns Beihu case analysis,draw the following conclusions:First,it is the shantytowns and general real estate construction projects are both common,but also has the difference,one of the most risk the key factor is the expropriation risk;Second,it is the specific content of effective identification of risk factors is the key to shantytowns project risk management;Third,shantytowns project risk is controllable,as long as do to respond effectively to avoid.
