Study On The Government Action Of Proteciton And Utilization Of Historical And Cultural Towns

Historical and cultural towns bear rich cultural heritage and ecological environment,which records the traditional residential style,excellent architectural art and traditional folk customs.It is a non renewable heritage resources,carrying a deep nostalgia.With the publication of<Historical and Cultural Towns And Villages Protection Ordinance>and other relevant laws,protect our historical towns and the work has achieved some success,but there are also many problems and difficulties,especially man-made damage phenomenon is more serious,including "predatory" destruction,"protective" destruction.Among them,Yongtai County Songkou Town as the only national historic and cultural town in Fuzhou city,protection and utilization of the work has made some achievements,research on Songkou Town protection and utilization of government behavior,has important meaning to protect and strengthen the promotion function of ancient town.Through the analysis of the status of the government and the protection of famous historical and cultural towns in Songkou and use in the ancient town protection and utilization of the achievements,through literature research,field investigation,questionnaire survey and other methods,the government in Songkou historical and cultural town and the protection and utilization of existing in the protection of ancient town planning system is not perfect,the government protection and restoration of professional level high,government financial protection of insufficient capital investment,the government policy is weak follow-up development and other aspects of the problem,combined with the city management theory,public governance theory,sustainable development theory to analyze the main reason for the imbalance of town protection and development planning of ancient town protection and restoration of weak power,fund raising difficulties,old town reconstruction third town industrial development is slow.Based on the experience of protection and utilization of ancient towns at home and abroad,to draw the following conclusions:one is to improve the protection system of town planning;two is to set up a team of experts to foster social organization;three is to broaden the channels of funding to strengthen the supervision and feedback;four is the scientific guide public participation in sustainable development.It plays a positive role in optimizing the work of the government in the protection and utilization of historical and cultural towns,and promoting the effective implementation of public policies.
