The continuous development of economic globalization has promoted the optimal allocation of resources in the world,at the same time,the circulation of international goods depends on the port to carry out,port economy and trade has been playing a more and more important role,the smooth completion of the trade is inseparable from the improvement of the port collection and distribution network,smooth flow of the network can greatly reduce the cost of port and the business users,improve the operation efficiency of port,promote customer and port mutual benefit and win-win;In addition,with the establishment of China’s Pilot Free Trade Zone,as well as the introduction of supporting policies,it is urgent to study the characteristics and operation rules of the free trade zone port,the establishment of FTZ greatly promoted the port city and port hinterland city economic development and promoted rapid increase in port cargo throughput,but also it brings greater challenges to the port collection and distribution network construction and how to optimize the port collection and distribution network under the opportunity of free trade zone has become a key research problem.This paper firstly studies the relevant theoretical methods of FTZ and port collection and distribution,as well as the development and construction of the major representative ports at home and abroad,and summarizes the existing problems of the port collection and distribution in China,that is to say,the number of transit nodes in the hinterland of the port is insufficient,on this basis,the paper summarizes the structure of collection and distribution network of the free trade zone port;Secondly,taking Tianjin Port as an example,in order to illustrate the necessity of optimizing the network,on the basis of understanding the status quo of its hinterland economic development,considering the normality with the FTZ,the gray forecasting method is used to predict the development of container throughput in the future of Tianjin Port,it indicates that the establishment of the FTZ does promote the port throughput,and quantify the pressure on the current network,from the side highlights the necessity and urgency of the optimization of Tianjin harbor collection and distribution network.In view of the current port road transportation’s main problem of relay node quantity shortage,the article using the K-means clustering to alternative potential cities for first time optimization,then construct the optimization model for scale of the relay node layout,which emphasizing on mutual influence of port transit node decision and path selection by the customer,in order to pursuit the lowest total target cost through the bilevel programming concept,finally,takes Tianjin Port as an example to carry on the numerical analysis,under the same numerical comparison before and after the relevant terms of the capacity constraints to release results,and put forward some suggestions on the development of Tianjin harbor collection and distribution network.
