The Study On The Influence Of Pilot Free Trade Zone On Regional Energy Consumption

The pilot free trade zone is a profoundly significant and broad strategic policy experiment project.The construction of pilot free trade zone on a region will bring about comprehensive and deeply changes for regional society.At present,13 provinces in China have established pilot free trade zone.The pilot free trade zones play crucial roles in China's development.At this stage,China's development is constrained by energy shortages and environmental pollution.The production and consumption of fossil energy is an important factor causing environmental pollution.Therefore,energy conservation are necessary means to solve the two major problems.In order to build a prosperous,strong,democratic,civilized,harmonious and beautiful new China,it is necessary to find out the impact of free trade zones' construction on regional energy consumption,and evaluate the policy impact of free trade zones' construction from multiple perspectives.However,scholars focus their research on the impact of the pilot free trade zone on regional economic and social development,ignoring the impact of the pilot free trade zone on regional energy consumption.Through analyzing relevant literatures,this paper established a theoretical path for the impact of the pilot free trade zone's construction on the regional energy consumption,through the economic and social development of the region.This paper obtained counterfactual value of Shanghai,Tianjin,Fujian and Guangdong's energy consumption,physical capital,labor force and energy intensity by the counterfactual analysis method.Then,this paper obtained actual value and counterfactual value of total factor productivity including energy input in four provinces by super DEA-SBM method.Based on the super DEA-SBM model,this paper proposes a method to calculate the efficiency of each input factor under the framework of total factor production.Then,we obtained the actual value and counterfactual value of energy efficiency in four provinces under the framework of total factor production by this method.By comparing the actual value and counterfactual value of the four provinces' total energy consumption,energy intensity,the total factor productivity and energy efficiency under the framework of total factor production,this paper confirmed that the construction of pilot free trade zone will help province to save energy consumption,improve energy-economic productivity and comprehensive utilization of energy.We can conclude that the construction of pilot free trade zone will improve regional energy consumption.
