Research On The Administration Of Fuzhou Motor Vehicle Driver Training Industry Base On The Perspective Of Good Governance

With the continuous incensement of the number of motor vehicles,the industry of motor vehicle driver training in Fuzhou is confronted with a new development.However,several problems such as high charge,uneven training quality,coaches' extorting bribes,and insufficient industry segmentation,have been hindering the healthy development of the industry.The relevant administration departments have developed a series of response policies,which make little effect and fail to achieve the purpose of treating both root causes and symptoms.In this paper,good governance is introduced as a new theoretical perspective on observing the current situation of motor vehicle driver training industry administration in Fuzhou.The underlying problems are analyzed from multi-angle,such as backward of industry administration concept,strong tendency in regulatory capture,management standards scattered in different departments,and insufficient functions in industry associations,etc.Base on the analysis of the causes of above problems,it is put forward that government's relying more on control than regulation,poor cohesion between management standards,imperfection of policy assessment mechanism,and lower industry organization utility are the common difficult problem between industry administration departments and the driving training association of Fuzhou.On the basis of summing up some of the domestic cities' experience,it comes to conclusion that the good governance of motor vehicle driver training industry administration in Fuzhou requires to break up the situation that government departments work as the authority of industry administration,change the top-down administrative order style management,and strengthen cross-sector collaboration between government departments.Furthermore,the interaction and cooperation between government departments,enterprises,citizens,trainees and industry associations need to be encouraged,who should cooperate to deal with the problems existing in the industry,so as to implement the industry good governance.
