Through the transformation and development of "release management service",the original driver training and examination mode also changes randomly.The phenomenon of various training modes has formed in the driving training market,and the development of the driving training industry under the new situation presents a certain state of chaos.Therefore,it is necessary not only to clarify the role orientation of multiple actors,including transportation,public security and traffic police,and social organizations,in the management of driving training industry,but also to solve various difficulties in the management of each subject,explore the optimization and innovation of the participation and cooperation mechanism of each subject in the management of driving training industry,and improve the relevant mechanisms,In order to restore the market order in the management of driving training industry and effectively protect the legitimate interests between driving training institutions and students.Nanning,as one of the 16 pilot cities in China for the "release,management and service" of the driving training industry,has been committed to strengthening the regulation of the driving training industry and building a communication and coordination mechanism with the public security and traffic police system since 2016,Within the central urban area,a working mechanism has been established,including clarifying the respective responsibilities of the upper and lower levels and cooperating with the urban transportation system to carry out the governance of the driving training industry,focusing on exploring new governance models.However,in practice,there are still some problems,such as uncoordinated communication between the top and bottom,inconsistent pace of each urban area,conservative governance concept,weak management force,inadequate supervision and so on.The governance effect of driving training industry is not obvious enough.Based on the concept of building a service-oriented government by the central government and the market background under the "release of management services",this paper focuses on the perspective of service-oriented government theory and holistic government governance theory,studies and discusses the specific practice of driving training industry management by Nanning transportation department,draws lessons from different experience of driving training management at home and abroad,and puts forward improvement ideas in line with the actual situation of driving training industry in Nanning,Give further play to the role of the competent department of the industry in the management of the driving training industry and restore the order of the driving training industry market in Nanning as soon as possible.
